Compassionate Reasons?

I am a firm believer in forgiveness and compassion, but where do we draw the line? There are thousands of people incarcerated in jails and prisons worldwide with terminal medical conditions who must fulfill their sentences and have done less harm than Al-Megrahi. It is said he only has 3 months to live and that does suck, but if you are sentenced to life in prison and have 3 months to live does this open the door for everyone to be released on compassionate grounds? He should be forgiven for his wrong doing but the families of the victims now have been subjected to yet another blow and where is the compassion for them? If there were huge doubts that he carried out the bombing that would be a different story. There should be a clause that if he does live beyond 3 months he should be returned to Scotland, and if he flees then he should die on the run.
